Atomfall: NPC Locations & Interactive Tracking Guide

NPCs in Atomfall are the 12 named characters tracked across the Windscale Quarantine Zone — faction leaders, survivors, investigators, and one suspicious government agent — whose questlines collectively determine which of the game's six endings the player reaches.

Every ending is tied to an NPC, every NPC unlocks a unique achievement, and several can be permanently locked out if certain dialogue choices are made with other characters

Six Endings, Six NPCs, Six Achievements

Each ending requires completing a specific NPC's questline and escaping from the Windscale plant with them — or on their terms:

• Joyce Tanner — a mysterious communications specialist who claims to work for a foreign power. First found at the Remote Bunker in northeast Casterfell Woods, then in Data Store Charlie once the Interchange is powered. Her plan: activate three Radio Towers (Slatten Dale, Casterfell, Skethermoor), extract an Oberon sample, and destroy the meteorite. Unlocks "Emergency Extraction" achievement.

• Captain Grant Sims — Protocol military commander in Wyndham Village Hall. Help him solve Wyndham's murder, feed him intelligence, recover radio parts from The Speaking Cave, and destroy Oberon. He evacuates the Protocol and triggers "Operation Atomfall" — nuking the entire Quarantine Zone and everyone left inside it. Unlocks "Operation Atomfall" achievement.

• Dr. Garrow — BARD scientist caged in Skethermoor Prison, later in the Interchange's Robotics office. Free her with the Signal Redirector, retrieve her research notes, and extract an Oberon sample without destroying it. She escapes through a secret tunnel with the sample for continued research — leaving the Quarantine Zone intact. Unlocks "Back Door" achievement.

• Dr. Holder — hidden in a secret lab beneath St. Katherine's Church in Wyndham Village, accessed via a key from the Interchange's Medical wing. Uses poison to destroy Oberon and escapes through the Medical tunnels. Unlocks "Oubliette" achievement.

• Mother Jago — Druid leader at The Old Mine in Casterfell Woods. The most unusual ending, leading to the awakening of the entity beneath Windscale. Unlocks "At One with the Soil" achievement.

• The Voice on the Telephone — the anonymous caller connected to the "Operator" questline running from the very first red phone box in Bunker L8. No physical NPC location — the Voice communicates only through the red telephone boxes marked on all five regional maps. Unlocks "Do You Require the Operator?" achievement.

Mutual Exclusivity: Save Before Key Decisions

Three pairs of endings conflict directly:

• Joyce vs Dr. Garrow: running "GEN MOVE" at the Casterfell Dam Data Store for Joyce locks out Garrow's ending; running "GEN ERA" for Garrow locks out Joyce's
• Dr. Holder vs Dr. Garrow: Holder instructs the player to kill Garrow, ending her questline
• Dr. Holder vs Joyce: using Holder's poison to destroy Oberon adds requirements to Joyce's ending

For full achievement completion, create manual saves before the Casterfell Dam Data Store console and before the Oberon Dig Site.

Two Tracked NPCs Tied to Key Items

Ilya Kozlov (Brinsop Manor Cellar, Skethermoor) — requires Ilya's Key Item to free from the cellar. The dig spot gated behind Ilya's Key in the Dig Spot guide directly connects here.

Vicar McHenry (St Katherine's Church, Wyndham Village) — the murder mystery questline starting with him leads to either the Crafting Manual (via Morris Wick) or the Atomic Battery chest (via the Vicar's Key), and can open the path to Captain Sims' trust. His Findings thread connects more guides than any other single NPC in the game.
