After unlocking the Bounty system at the Diamond Head bar in Chapter 2, these targets appear on your map as handcuff symbols. While some are straightforward street fights, the high-rank Most Wanted targets—like the lethal Underwood or the elusive Cameron—require specific gear like the Grappling Hook or higher Pirate Ranks to track down.
